 I've started on a [https://github.com/WordPress/wordpress-
 develop/pull/8657 pull request moving a lot of users to shared fixtures].

 It looks to be cutting down the time the tests take already but there's
 still a lot of places in which the test suite could switch to sharing
 users across tests.
