There are yellow-bordered `.notice-warning` notices.
(or did you mean the icons must be limited to the frozen/archived dashicon

Yes. That's obvious.
A circle with a strike-through is the next best "universal" then.
That one has the disadvantage of being mostly white/transparent - as
opposed to the other "bullet" icons. It has the advantage of not being a
flag (which is a neutral-ish icon).
