Comment:

 I'm milestoning this for 6.8. The goal is to complete the review of
 whatever `target="blank"` links are still present in core, and document
 them here. If we decide that some should be retained, then we should
 document why we chose to retain them here. Once all decisions are made, we
 can close this out in favor of any other tickets it spawns.
