Based on the discussion above, the old block will need to be used by
default in order to retain support of some older versions of WordPress.
Changing the default markup may break sites using these version of WP if
they upgrade the themes.
I've added to docs keyword to the ticket. I understand what the
accessibility issue is but I don't think it can be resolved without
reducing version support. I've left the keyword on the ticket for now.
I've reviewed the linked [https://github.com/WordPress/wordpress-
develop/pull/7628 pull request updating the docs] and added some notes to
clarify the instructions.
As this is a docs change, I've converted the issue to a task and kept it
on the 6.7 milestone.
