 Build/Test Tools: Run upgrade tests against 6.7-RC1.

 The `6.7` version tag does not exist yet. This results in the upgrade
 tests failing when trying to update from 6.7.

 Since `6.7-RC1` exists, this should be used instead.

 Follow up to [59275].
