 Build/Test Tools: Don’t install Gutenberg for E2E tests in 6.4.

 The minimum required version of WordPress for the Gutenberg plugin was
 recently raised to 6.5.

 This updates the 6.4 branch to skip installing and activating Gutenberg
 during E2E testing as has already been done for older branches.
