Comment:

 Looking more closely, what I'd say is that we should close this issue. The
 issue raised is a focus outline, which is expected and normal, and not
 something we want to fix. The comments in the ticket are discussing
 methods of adding additional CSS for block themes, and that's really a
 separate issue.

 I suggest raising the larger topic as a new ticket; I'm going to close
 this issue.
