 Welcome to WordPress Core's Trac. Thank you reporting this issue.

 Good news. A bugfix shipped in 6.6.2.

 The issue was reported upstream in Gutenberg and resolved by a bugfix that
 [https://github.com/WordPress/gutenberg/pull/63939 prevents popovers from
 being hidden by a metabox]. That fix was merged into Core via [58988].

 I'll close this ticket as fixed.
