 Welcome to WordPress Core's Trac. Thank you for reporting this issue.

 I think this issue was resolved in 6.6.2.

 A [https://github.com/WordPress/gutenberg/pull/63939 fix shipped to
 prevent popover tools from being hidden by a metabox]. Looking at the
 image shared, thinking it's the same issue.

 Can you please confirm if upgrading to 6.6.2 resolved the issue for you?

 I'll mark this ticket as a `close` candidate, as I do think it's been
 fixed in 6.6.2. Rather than close now, prefer to wait for reporter
 feedback. Will close if no feedback after a couple of weeks.
