 Hello @thommo 👋,

 Welcome to WordPress Core's Trac.

 I'm doing triage for 6.6.x minor cycle of tickets flagged as caused by one
 of the 6.6 versions (via `Version`).

 As @peterwilsoncc noted comment:3, the behavior is intentional, by design,
 and has existed for a long while.
 >It's been the case for a while that attachments and pages can't share the
 same post slug. The reason being that they can share the same URL space.

 I'm not seeing any changes done in 6.6.x release cycle that altered the
 behavior. Updating the `Version`.
