 Thank you for reporting this issue.

 I attempted to replicate the behavior you described by following the steps
 provided, but I was unable to observe the problem. The tabs and borders in
 the media uploader appear as expected.

 To investigate further, could you please share additional details such as:

 1. Active Theme: Which theme are you currently using?
 2. Active Plugins: Could you list the plugins you have activated?
 3. Browser and Version: Which browser are you using, and its version?
 4. Customizations: Have there been any custom CSS or script modifications
 applied to your site?
