 All of our themes are "classic themes" and we use the customizer to allow
 users to control certain content. Loading the customizer via a URL like
 ...

 [domain]/wp-admin/customize.php

 ... will result in the sidebar showing as it does in the screenshot.

 The button inside the h3 inside the li element is the element with the
 height: 100% attribute, when removed or switched to auto that seems to
 resolve the problem, although I admittedly didn't test this extensively in
 Edge, Safari, etc.
