Comment:

 There are [https://wordpress.org/support/topic/most-used-post-categories-
 not-saving/ several reports] that seem related. Changes to the selected
 categories not being saved when using the classic editor.

 I can reproduce both types of errors and the PR seems to work well here.
 Thinking this will be good for 6.7.1 after a bit more testing.
