 @levskipg I agree that it seems to be a caching issue. For me, the site
 experiencing this issue had caching configured in Cloudflare. Purging the
 cache fixed the problem.

 That said, caches should be busted when a file includes changes in each
 WordPress release. So it's strange that was not the case in this instance.
