Comment:

 Came across this one looking at tickets without a response. I am wondering
 if there's a better way to approach this test.

 Realistically WordPress will go through times when an unsupported version
 of PHP is not the minimum recommendation. Maybe for now it's better to
 have this assertion compare the values listed on wordpress.org to the
 `readme.html` file's to confirm they are consistent?
