Comment:

 Step 1 was a decision, Step 2 was completed in #34904, and Step 3 was
 completed in #51870. So I believe that this ticket is actually finished,
 and can be closed as completed.

 There are undoubtedly still some focus states that are lingering; but
 those should be treated as individual tickets moving forward, rather than
 blockers to closing this overarching task.
