Comment:

 I simply changed the resolution because the ticket was valid years ago and
 I did not know which milestone to set for a 'fixed' resolution.

 However, the block editor's scheduling control already had AM/PM in
 version 5.3.12. The `touch_time()` fields (Quick Edit, Comments, Classic
 Editor) still use 24-hour time for the hour field.
