 This change was called out as needing a developer note. I don't believe
 anyone is actively working on this, though.

 I think the practice for these "Prepare for" task tickets has been to punt
 them release to release unless there are specific individual tickets spun
 out for each remaining item. See #59231 for 8.3 and #56009 for 8.2.
