Comment:

 The `pre` element has had a padding of `1.75em` on the front end since the
 first version (even in the
 [https://github.com/WordPress/twentysixteen/commit/4d4ba75f181336743c30b9fe09ce24607fb4a30e
 initial commit]). The editor needs to reflect that.
