 Hey @hellofromTonya, I can confirm your tests: the patch + the snippet
 definitely restore the intended behavior for our plugin's activation and
 ensure the proper onboarding of new sites.
 I'm already preparing a PR for our repo, I really hope this can be
 included in 6.5.4.
