 @hellofromTonya @costdev @jorbin Thanks for considering the possibility of
 multiple URLs. I think I am onboard with the single `url` parameter, but I
 do want to raise a question related to functionality that has been
 discussed around an onboarding framework in #61040.

 If we want to offer the ability for plugin developers to customize link
 text associated with the onboarding URL (e.g. "Open", "Start Onboarding"),
 do you envision that link text being defined as a separate parameter in
 this same filter?

 I'm attaching the mockup I shared previously to demonstrate how link text
 could end up being related to the `url` defined in this filter.
