Comment:

 Have you done a fresh setup of a subdirectory installation?

 It looks like the `allow_subdomain_install()` function also needs to be
 updated to handle ports, in order to prevent setting up a subdirectory
 installation on `localhost:8889`. It prevents a subdomain installation on
 subdirectories, localhost, and IP addresses, but it doesn't take into
 account the port.
