Comment:

 This is actually expected behavior so the user is unable to use the bulk
 updater to do things they shouldn’t do to required plugins.

 The team deactivated the Activate links, and other links as appropriate,
 when required plugin shouldn’t be activated but the only way to prevent
 this from happening via bulk updates was to prevent it from being checked.
