 Hello, welcome to WordPress Core Trac and thank you for opening this
 ticket,

 I agree with some of the comments above: this probably more looks like a
 bug in the processes than an issue introduced by WordPress itself. The
 main administrator account should be set to the owner of the website, not
 to the person who installed the website.
