 We have a consistency issue on `/wp-admin/update-core.php`
 When plugins and themes are up-to-date, the sections are displayed with a
 message "Your plugins (themes) are all up to date."

 The translation section is displayed only when translation updates are
 available.

 I think we should do the same as for plugins and themes.
