 Hi and thanks for the report!

 That is the "Learn more about feeds" link in the Overview help tab.

 I think it should go to an [https://developer.wordpress.org/advanced-
 administration/wordpress/feeds/ Advanced Administration handbook page] now
 (see [https://github.com/WordPress/Documentation-Issue-Tracker/issues/1102
 documentation issue 1102]).
