 I run O/S crons once every 15 minutes, so definitely not too quickly, and
 still have MANY unschedule & reschedule errors.

 Also, those errors seem to correlate with actual issues, like missed
 scans, so I'm not sure it's just a matter of preventing an update with the
 same value.
