Comment:

 Tentatively setting Milestone to 6.5. This issue is very similar in nature
 to https://github.com/WordPress/gutenberg/issues/59516, except that it
 affects template parts (rather than Navigation blocks). A
 [https://github.com/WordPress/wordpress-develop/pull/6225 fix] is
 underway, but it probably won't be ready in time for the commit freeze
 before RC1.
