 How can we implement a mechanism to easily replace the error message(s)
 for being unable to connect to the database in `wp-db.php`? Considering
 that plugins wouldn't run before this point, perhaps something similar to
 how `advanced-cache.php` works would be suitable. What are your thoughts
 on this approach?
