 This could probably be done by analyzing the file changes in the `test-
 build-processes.yml` workflow and not upload the `pr-number` artifact if
 it's not worthwhile. Then in `pull-request-comments.yml` we can just
 silently bail if there's no artifact (rather than calling `core.setFailed(
 'No artifact found!' );` and causing the step to fail)
