 I started thinking that solving this problem via `theme.json` might not be
 ideal. Because styles defined in the `css` field can be overridden by the
 user, but I don't think this style should be overridden.

 Unfortunately, there is currently no way to enqueue styles only to the
 frontend via `theme.json`.

 What do you think about using the `wp_enqueue_scripts()` hook instead?
