 This release made the loading of the LifterLMS setup wizard no longer load
 on activation. Similar to WooCommerce, the setup wizard on activation is
 an important part of the new user onboarding flow.

 The ability to flow instantly from activation into setup and configuration
 without distraction is an important need for platform-level and complex
 plugins.
