 It may indeed be related to the changes introduced in WordPress 6.5 as
 part of the work in #22316. I would recommend debugging the problem
 further (I've responded in the thread to help you do just that) to try to
 find out more.

 If it does turn out to be linked to the changes introduced in #22316, you
 would need to open a new Trac ticket explaining the issue, since the
 problems you're experiencing are different from the plugin installation
 changes we're discussing in this ticket.
