The problem you described of continuing to receive admin emails from old
client sites is a common one faced by many WordPress developers and
agencies. Over time, as clients move on, the developer's email often
remains as the admin email in WordPress settings with no easy way to
change it if you no longer have access to the site.
To solve this, you are suggesting a new WordPress feature that would allow
the current admin email owner to remove their email through a special
time-sensitive link, without needing to log into the site. This link would
be similar to the ones used for new user registrations.
When clicked, the link would allow the admin email owner to confirm the
removal of their email from the WordPress settings on that site. This
would provide an easy way for developers to stop receiving notifications
and other emails from sites they no longer manage.
Your idea makes a lot of sense as a way to deal with this widespread
problem in a simple, automated fashion. By posting this thoughtful feature
