 Sounds like there are two questions here:

 1. Whether to revert the entire AJAX activation feature
 2. What features would be needed to support plugin activation workflows in
 an AJAX activation workflow — and whether it would be easier to add those
 features instead of first reverting the AJAX activation feature.
