 Thank you for taking the time to report the issue.

 I am not able to reproduce the issue.
 Can you share more information about your installations and how you made
 the update?
 Are you using the Beta Tester plugin?

 The development version of WordPress,
 [https://core.trac.wordpress.org/browser/branches/6.5/src/wp-
 content#themes including WordPress 6.5], includes all previous default
 themes. The distributed version, for example the one downloaded from
 https://wordpress.org/download/, only includes the three latest themes.
