Comment:

 This is coming from the `SidebarNavigationScreenDetailsFooter` component
 in the `edit-site` package.

 From what I can see, the way this is intended is not as a single "Last
 modified xyz ago" string, but as a label / title. Like "Last modified: a
 few seconds ago".

 The label is translated here:

 I think this is supposed to be fixed in WP 6.4 though via r56496, so this
 ticket seems to be a duplicate of  #59219
