 Well, looking in block toolbar's dropdown options is not so obvious when
 you are accustomed to finding similar settings in the sidebar :)

 I did not experience the partially hidden color selection popover. My
 guess is that something else interferes with the `transform` property. You
 could try deactivating plugins one-by-one to find out if any of those
 causes the issue. You could also try switching to the Fullscreen mode to
 see if that helps, though you probably had the mode earlier and //chose//
 not to use it.
