 Hi and thanks for the report!

 The apostrophe problem is not quite everywhere; Noto //Sans// is
 apparently fine. The Noto Serif font files need to be updated, though. We
 probably should check other fonts for available updates too.

 I tried the old Twenty Fifteen stylesheet URL, fetching from Google Fonts,
 and their version works.
