Comment:

 When the SVN report is branched (which happened just after RC1 for 6.4)
 there is some configuration that needs to happen on wordpress.org, as
 [https://make.wordpress.org/core/handbook/about/release-cycle/releasing-
 major-versions/#branching-before-release described in the handbook], so
 that the Updates API offers the correct version of core.

 That configuration change was accidentally missed this cycle...but has
 been done now.

 Several contributors (including @CoachBirgit) have confirmed that things
 are working correctly now, so I'm closing this as `fixed`.
