 Thanks for jumping on this ticket!

 Indeed, I think scrolling down to the first updating plugin would be quite
 unexpected and probably be difficult to explain to screen reader users (we
 can try using [https://make.wordpress.org/accessibility/handbook/markup
 /wp-a11y-speak/ wp.a11y.speak] though).

 Using a rotating icon would probably be an easier way to let some people
 (sighted users only?) know that an action is performing.
