 One of the biggest recurring issues with the admin image editor is the
 clarity of the crop feature. See:

 #52221, #50395, #48754, #17247

 If the only thing this ticket accomplished was to clarify the use of the
 crop tool, I think that would be a valuable change. Let's try and finish
 this off for 6.3.
