 I've (rather heavily, sorry) edited the draft content @jpantani prepared
 in the Google Doc above. @jpantani can you implement the changes folks
 have requested and reiterate with a fresh doc?

 I've also created a meta ticket to make the /contribute page happen:
 https://meta.trac.wordpress.org/ticket/7105#ticket

 This needs a lift from meta to turn into a real page and a review from
 @alexstine to ensure accessibility for the contributor tool.
