Comment:

 The link editor in the block editor has been significantly redesigned
 since this ticket was raised, and both fields are now visible. This seems
 to have happened a couple of design versions back; I'm not really sure
 when. I'm closing this as fixed, but if anybody else knows when it was
 fixed, be my guest.
