Health perspective. Including `define( 'FS_METHOD', 'ftpext' );` without
the credentials doesn't prevent plugins from being updated: during the
update there is a prompt to enter the credentials. Updating works provided
they are correct.
Good point, should we reduce the severity to `recommended`? I'm not sure
if the test can be skipped entirely if there are no stored credentials,
but that might be another option to look into.
