 From what I can see, release notes are only published once the final 6.3
 release is out of the door. It's part of the release checklist:
 https://make.wordpress.org/core/handbook/about/release-cycle/releasing-
 major-versions/#tell-the-world

 So this link will work once 6.3 is out.

 (Note: the resolution is set to _invalid_ just because there's not a
 better keyword. That doesn't mean your report is actually invalid. It's a
 legit question!)
