 This issue was thought to be fixed in
 https://github.com/WordPress/gutenberg/pull/52356 which was included in
 6.3 Beta 4.

 I can reproduce it on 6.3 RC1, as well as on the 6.3 release branch,
 though I can't on trunk. Not 100% sure what's happening here, will
 continue investigating.
