 Double checking on [https://github.com/WordPress/wordpress-
 develop/pull/1607#discussion_r1112261145 a question I asked in the PR]:

 Is it intentional that setting the global `$comment` is now removed from
 `comment_form_title()`?

 Are there any BC concerns for removing it?
