 Running the fresh 6.2 Beta 1 I found a confusing bug in the block editor
 on the shortcode-block. The options are missing its background and border.

 **Steps to reproduce:**
 1. Create new page.
 2. Add Shortcode-block, nothing more.
 3. Click on the options if this block. It's hard to hit at first, on the
 2nd or 3rd click it goes.

 Happens with 6.2 Beta 1 without any active plugins.
 Does not happen in 6.1.1 without any active plugins.
 Does not happen to any other block I tested.

 Activating Gutenberg 15.0.1-plugin it does not happen. Maybe this version
 is not yet included in the beta?

 Used Firefox 109.0.1 on Windows.
