 I'm not seeing this issue in my svn `trunk` checkout but wasn't able to
 reproduce it with r55231 checked out, `svn up -r55231`.

 In the past I have seen the build script get confused if the package hash
 file is changed during the build, so I tend to update packages by running
 `npm run grunt clean:qunit; npm run build:dev;` instead of an install.

 I'm not going to commit because I am unsure if the svn:ignore prop needs
 any changes in the blocks directory.
